Request for Qualifications Issued for the Port Credit Station Redevelopment

CityscapeTORONTO, March 2, 2015 – Infrastructure Ontario, together with Metrolinx, has released a request for qualifications (RFQ) to pre-qualify and short-list companies to redevelop the Port Credit GO Station.

The area surrounding Port Credit GO Station was designated a mobility hub in Metrolinx’s regional transportation plan, The Big Move, and the station has been identified as an ideal site for redevelopment. Mobility hubs are places of connectivity where different modes of transportation – from walking to biking to riding transit – come together seamlessly and where there is an intensive concentration of working and living.

The redevelopment of Port Credit GO Station will bring improved station facilities while better connecting retailers, employers and residents with frequent and reliable transit options. Focusing growth and development around major transit stations promotes increased ridership, allows more people to live near transit services and makes more destinations accessible by transit. Metrolinx has been working with the City of Mississauga closely in the lead up to this and are committed to working with the community through this process.

Metrolinx and Infrastructure Ontario are committed to an open, fair and competitive procurement process. The RFQ is the first step in a competitive tendering process to select a team to develop and deliver new station infrastructure at the Port Credit GO Station. The new station infrastructure will be delivered using a design-build procurement model, and the mixed-use, transit-oriented development project will be completed by the private sector. This model will provide the public sector an opportunity to maximize the value of the real estate and transportation assets, while transferring project risks to the private sector, in order to deliver the projects on time and on budget.

RFQ submissions will be reviewed to pre-qualify project teams with demonstrated experience in the development, design and financing of mixed use projects that exhibit excellence in design, place-making and integration of transit, and the delivery of large, complex infrastructure projects. Short-listed teams will be invited to respond to a request for proposals, expected to be released in fall 2015.

Infrastructure Ontario (IO) is a Crown agency of the Province of Ontario that works to deliver public benefits through partnerships with the private sector. IO delivers large, complex public infrastructure projects using a made-in-Ontario modern procurement and project management practice called Alternative Financing and Procurement (AFP). IO also partners with the private sector to manage one of the largest real estate portfolios in Canada, provides municipalities and eligible public-sector clients with loans to renew public infrastructure, and leverages its private-sector expertise to advise the provincial public-sector clients on commercial transactions.

The development of Metrolinx lands within the Port Credit Mobility Hub and the delivery of new station infrastructure is part of Metrolinx’s regional transportation plan to provide residents and businesses in the Greater Toronto and Hamilton Area with fast, convenient and integrated transit.
